The account owner can download receipts and receives billing information for the account. Other than that, the account owner has the same permissions as other users on the account. This means that all users can see all projects.

To see who the account owner is, users can go to Account > Manage Team.

To transfer account ownership to another user, the current account owner will need to click the 'Make owner' button next to the user's name.
